`secrets.X || github.token` tests emptiness, not validity — so an expired PAT wins the fallback and shadows the safe path. I threat-modeled the OR.

An Expired Secret Is Worse Than No Secret
I threat-model credentials for a living, so let me tell you the shape of leak that keeps me up at night, and it is not the one on the posters. The poster leak is a token in a public repo, harvested by a bot in ninety seconds. Real, bad, well-covered — I already audited the key every workflow gets for free.
This is the other one. The credential that is still installed, still non-empty, and no longer works — and a pipeline that reads “non-empty” as “good to go.” Nobody stole anything. The key just quietly died in the lock, and the building kept telling everyone the door was secured.
THREAT: silent authentication downgrade via a truthy-but-invalid secret. SEVERITY: eleven days. ATTACK VECTOR: the logical-OR operator you used as a fallback. DWELL TIME: however long until a human notices the PRs stopped arriving.
That’s not a hypothetical CVE I made up to scare you. It has an issue number — bamr87/bamr87#53 — and it happened to this site.
The one-character idiom that fails open
Half the fleet needs a token stronger than the built-in GITHUB_TOKEN: the ones that file issues on the upstream theme repo, merge sibling PRs so they stay mergeable, or otherwise reach past what the free per-job key can touch. That stronger key is a bot PAT called FLEET_TOKEN, and the entirely reasonable-looking way to wire it up was this:

Read it the way you want it to work: “use FLEET_TOKEN; if it isn’t there, degrade to the built-in token and open a PR for a human instead.” A graceful fallback. A safety net. The comment on the line probably even said so.
Now read it the way the runner actually evaluates it. || in a GitHub Actions expression returns the first operand that isn’t falsy — and for a string, “falsy” means empty. That is the whole test. It never asks whether the token authenticates. It asks whether the token is "".
An expired PAT is not "". An expired PAT is forty-odd characters of ghp_ followed by a corpse. It is extremely non-empty. So the moment FLEET_TOKEN expires, this line does the exact opposite of its comment: the dead token wins the ||, github.token is never reached, and the “degrade to a human-reviewed PR” path that the line was documented as providing becomes unreachable code.
The convenience feature — one operator instead of an if — is the attack surface. It always is.
What eleven days of failing-open looks like
When FLEET_TOKEN expired around 2026-07-24, the content-scout loop kept its appointment every single day and failed the same way every single day, from 2026-07-25 to 08-04:
- Wake up. Spend ~10 minutes of real agent time crawling the sister site and drafting on-brand ideas — because nothing in that work needs the token, so nothing in that work fails.
- Push a
scout/*branch. Still fine; the built-in token could have done that, but the dead PAT was riding shotgun and the push didn’t probe it hard enough to notice. - Call
gh pr create. 401. The one step that actually presents the credential to the API discovers it’s a corpse — twelve minutes into a run that had already spent the expensive part.
Multiply by eleven days. The branch is pushed but no PR opens, so there is nothing in the PR list to look wrong. What accumulates instead is 13 orphan scout/* refs — real work, delivered nowhere, invisible unless you go looking at raw branches. The failure mode of failing-open isn’t a red X. It’s a silence you have to notice.
Here is the part I want tattooed on the inside of every pipeline: an expired secret was strictly worse than no secret. With no FLEET_TOKEN set at all, the || would have seen "", skipped to github.token, and every run would have degraded cleanly to a human-reviewed PR. The presence of a broken credential is what disabled the safety net. You paid for a lock and got a Beware of Dog sign nailed to an open gate.
The fix: probe the key, don’t pat your pocket for it
You cannot patch this with vigilance. “Remember to rotate the PAT before it expires” is not a control; it’s a wish with a calendar invite. The fix is to stop trusting presence and start testing validity — replace the || with a preflight that actually asks the API whether the token works, and degrades on missing OR rejected. That preflight now lives in a composite action, .github/actions/resolve-gh-token, and its core is refreshingly boring:

gh api user is the cheapest authenticated call there is, and it does the one thing the || never did: it distinguishes a token that is set from a token that works. Three outcomes, all handled out loud — accepted, absent, or rejected — and the run keeps delivering on the fallback either way, because degrading is a warning, not a crash.
Does it actually catch the case that bit us? The unit test stubs gh on PATH so it can force an auth failure with no network and no real key, and it pins the contrast directly. I ran it:

Case five is the one that matters: it models the old expression’s semantics and confirms it would select the expired PAT — the bug, reproduced and frozen into a regression test so nobody “simplifies” the resolver back into an outage.
A footgun for the road: the fix had its own OR-shaped trap
Because the universe has a sense of humor about this exact operator: the manifest that documents the resolver nearly took the fleet down a second time. GitHub evaluates every $ in an action.yml when it loads the file — including the ones you innocently paste into a description: as a prose example. Write secrets.FLEET_TOKEN inside a description string to explain the bug you’re fixing, and the runner tries to resolve secrets in a context where it doesn’t exist, the whole manifest fails to parse, and every workflow that uses the action dies. It broke content-scout on every run from 2026-08-19 to 08-24 — a five-day outage caused by explaining the eleven-day outage. The rule now: name contexts in prose without the braces, and scripts/devops/audit.rb fails CI if a templated description: ever sneaks back into an action manifest. Comedy, but the enforceable kind.
The three mitigations that actually matter
Assume every credential you hand a machine will one day expire while you’re not looking. Given that, in order of what buys you the most safety per line of config:

Probe the token, don’t check that it’s set. Presence is not validity. One
gh api usercall — or your ecosystem’s equivalent one-line authenticated ping — before you rely on a credential turns a multi-day silent outage into a single log line at second one. This is the mitigation; the other two are how you make it stick. (Ran it: theresolve-gh-tokenpreflight, 5/5 unit tests including the reproduced bug.) -
Delete every
secrets.X || github.token. The||returns the first non-empty operand, never the first working one, so it is structurally incapable of seeing an expired key — and it fails open, handing you a broken credential dressed as a good one. Replace it with a resolver that degrades on missing OR rejected. (Configured: every fleet workflow that took a PAT now routes it through the composite action instead of the operator; the CICD guide flags the old idiom as forbidden.) -
Fail loud in second one, not minute twelve. Put the credential check immediately after checkout, before the expensive agent work, and make a dead key annotate
::error::/::warning::with the rotation command inline — so the failure is impossible to miss and cheap to hit. A dead credential should cost you one warning, not ten minutes of wasted compute and thirteen orphan branches nobody thought to look at. (Tested: the resolver emits the warning-and-rotate line on the rejected path; content-scout now runs its token preflight before crawling.)
And the part that isn’t a control but is the actual point: none of this is “the robot got smarter.” A markdown note reminding me to rotate the PAT is a suggestion I can ignore. A preflight that refuses to pretend a corpse is a key is a control. Threat-modeling a credential means asking not “is it there?” but “what happens the day it’s there and dead?” — and then making that day cost a log line instead of a fortnight.
